Restore Illinois
Q: How will I know what phase of the plan my region is in?
A: As of May 1, 2020, each region in Illinois is in Phase 2. Please visit the IDPH website https://www.dph.illinois.gov/restore for
information on what stage each region is in.

Eviction Order
Q: Does the eviction coverage account for people living in extended stay hotels? They are being
locked out of their rooms if they cannot pay.
A: Executive Order 2020-30 prohibits the filing of a residential eviction action and enforcement
of any eviction orders. While some tenants of extended stay hotels may be entitled to certain
rights under local landlord-tenant ordinances, Illinois law does not require hotel owners to file
eviction actions in order to regain possession of a hotel room. If, however, the hotel did intend
to file an eviction action, or already had an eviction order, the EO would prohibit that action
from moving forward.

Marriage
Q: Can the governor’s office provide clarity on marriage ceremonies?
A: The solemnizing of the marriage ceremony pursuant to the Illinois Marriage and Dissolution
of Marriage Act may be performed utilizing two-way audio-video communication technology
provided that certain conditions are met. Please visit the Executive Order 2020-36 for those
specific conditions.

IDFPR
Q: Will the guidelines for BCENT (Barber, Cosmetology, Esthetics, Hair Braiding, and Nail
Technology) students be relaxed to exceed the 10% limit for online theory course?
A: IDFPR issued a variance to allow a licensed BCENT school to teach online theory courses and
theory portions of practicum courses in excess of the 10% of the hours of each subsection listed
above, to a maximum of 50%. This Variance shall only apply to students who were considered
current students prior to March 20, 2020, the date the Governor issued Executive Order 2020-
10.
